Report from 14th FIEP European Congress, 30th FIEP World Congress, 2nd FIEP Catalonia Congress and FIEP delegates meeting, Barcelona, Catalonia, Spain, 27th – 29th of June 2019

The 14th FIEP European Congress was held together with 30th FIEP World Congress and 2nd FIEP Catalonia Congress from 27th – 29th of June 2019 in Barcelona, Catalonia, Spain. Topic of the congress was ““Sport, Physical Education and Performing Art as a Tool of Social Transformation”. Congress was organized by FIEP Catalonia, Catalonian National Institute of Physical Education (INEFC Barcelona), General Secretary of Sport in Catalonia and their partners. Special thank belongs to the FIEP Europe Vice-president Enric Sebastiani Obrador and FIEP national delegate of Catalonia Agustí Castillo i Cañiz, chairs of Congress Organising Committee and to all the members of Organising, Scientific and International Committees, teachers, students and volunteers who participated on a preparation of this important event. Participants from 46 countries and 5 continents were registered for the congress.

Enric Sebastiani Obrador (Spain) and Domingo Blasquez Sanchez (Spain) were awarded by “FIEP International Cross of Honour on Physical Education” and Manuel Guerrero Zainos (Mexico), Milka Gonzales Dias (Panama), Alfonso Geofrei Reconde Penterai (Mexico), Rudolfo Buenaventura (Argentina), Branislav Antala (Slovakia), Dario Novak (Croatia), Gheorghe Balint (Romania), Airikki Pousi (Finland) and Enric Sebastiani Obrador (Spain) were established as a first FIEP Physical Education Ambassadors. Merce Mateu Serra (Spain), Uwe Puehse (Switzerland) and Verobljub Stankovič (Serbia) were awarded by “FIEP Europe Thulin Award 2019”. Members of local Organising Committee and bodies were awarded by “FIEP Commemorative Medals”. Enric Sebastiani Obrador was awarded by FIEP Catalonia Award 2019. The 6th launch of FIEP New Leaders program for graduate or doctoral students, young teachers was a part of the congress. As a guest in congress participated Bouramah Ali Harouna (Niger), General Secretary of CONFEJES.

FIEP delegates’ meeting was held on 27th of in congress venue. FIEP Europe Thulin Awards 2019

The most famous European physical education personalities, who have made great contributions to the development of physical education in national level and in European level are awarded every year by “FIEP Europe Thulin Award”. FIEP International Jury nominated for laureates of FIEP Europe Thulin Award 2019:

First edition of new FIEP award “FIEP Physical Education Ambassador” was held during FIEP delegates meeting. Nominated were:

3. Physical Education World-wide Survey and Active Schools

The FIEP Europe General Secretary Dario Novak (Croatia) presented info about 4th Physical Education World-wide Survey and Active Schools that FIEP in cooperation with UNESCO started to realise in 2017 and continue to realize during the next 4 years. He presented a confirmation letter from UNESCO, history of PE world-wide surveys, planned steps for its realization. He informed on creation of the Croatian Cotutelle PhD Scholarship Program (to support PhD scholarships for Croatian applicants who will work with fully on Worldwide PE study) in collaboration with the Macquarie University (Australia). FIEP plans to invite other international bodies for cooperation, e.g. ICSSPE, EUPEA, CEREPS, etc.

4th World-wide Survey is elaborated in 2 basic lines:
1. Preparation of books focused on researches, best practices and situation of Physical Education on different level of schools – Preschool Education, Primary education, Secondary education a University education (chair B. Antala (Slovakia)).
2. Collection of dates by questionnaire and comparison results with the past three World-wide surveys and its publication (chairs D. Novak (Croatia) and D. Dudley (Australia)).

Approximate time schedule:
2017 – 2020: Publication of 4 books focused on PE development on different level of schools.
2017 - 2019: Comprehensive literature reviews, Comprehensive questionnaire preparation.
2020: Distribution of the questionnaire.
2020 – 2021: Data analysis and final research report.

Dario Novak presented next concrete steps: A final preparation of the forthcoming survey; Experts group creation (within the FIEP itself); Employing 2 full time doctoral student through the Cotutelle and Joint PhD program with University of Zagreb (Croatia) and Macquarie University (Australia); Questionnaires properly translated (available in several languages) and Dissemination of questionnaires when they are ready.

4. FIEP publication 2020 “Physical Education in Universities: Researches - Best Practices - Situation”

As a part of 4th World-wide PE survey were published already two books and one is in final preparation for printing:
• In 2017 the book "Physical Education in Primary School: Researches - Best Practices - Situation", edited by D. Collela, B. Antala and S. Epifani, published by Pensa Multimedia in Italy, 502 pages. 102 authors from 27 countries and 5 continents;
• In 2018 the "Physical Education in Secondary School: Researches - Best Practices - Situation", published by University of Montenegro and Montenegrin Sport Academy, the editors were S.Popovič, B.Antala, D.Bjelica and J.Gardaševič. It had 343 pages and book was prepared by 84 authors from 24 countries and 5 continents;
• In 2019 is before printing book "Physical Education in Early Childhood Education and Care: Researches - Best Practices -Situation", it will be published in Slovakia by the Slovak Science Society for Physical Education and Sport. Book is prepared in cooperation with ERASMUS + project “LUDUS – Just Move and Have Fun”. Its editors are B. Antala, G.Demirhan, A. Carraro, C. Oktar and A. Kaplanova. It will have cca. 500 pages and includes articles of 126 authors from 33 countries and 5 continents.

In 2020 FIEP is planning publish book „Physical Education in Universities: Researches - Best Practices - Situation” with subtopics:
• Study /Review on the effects (benefits) of physical education and sport in Universities (for motor learning, motor development; academic achievement; physical education and prevention of overweight and obesity; PE and healthy lifestyle; PE and play-sports; PE and Life skills, PE and sport as a kalokagathia´s pattern etc.).
• Presentation of the main projects and best practices.
• Review: Physical education in the Faculties and Universities curriculum in different countries (number of hours of PE, organizing the curriculum, content etc.); history and current status of PE and sport at universities in different countries; Physical Education Teacher Education (quality, content, etc.).

We are offering the opportunity to contribute a “chapter” article for publication to FIEP delegates and members.

5. FIEP New Leaders Project

Dario Novak, FIEP Europe General Secretary, presented FIEP project “FIEP New Leaders – FNL”. The 6th launch of the FNL program for university students or young teachers was carried out during the congress with an intention to enable young people to interact with broader scientific community and prepare them for involvement in different FIEP managerial positions. 20 young from 14 European countries, Mexico, Oman and South Africa took part in the project in Barcelona, hosted for free (congress fee, accommodation and meals) by the Organizing Committee. They actively participated in the event with their oral presentations. The winner of the oral FNL session is automatically nominated for the next FIEP European congress in 2020 as an FNL.

6. FIEP Bulletin

Almir Gruhn, FIEP World president, presented the oldest world international journal in the field of physical education (created in 1931). From 2006 is Bulletin edited in electronic version also. More as 3000 articles are in disposition for reading and downloading for free on http://www.fiepbulletin.net. • He asked FIEP delegates and members to send articles for publishing • He presented aim of Editorial board increase scientific level of journal and integrate it into the different databases.

• FIEP Europe Physical Education and Sport History Section

Activities of FIEP Europe Physical Education and Sport History Section were presented by Nenad Živanovic (Serbia), President of the section:

Journal “Physical Education and Sport through the Centuries"
Nenad Živanovic (Serbia) presented the last issue of the international journal “Physical Education and Sport through the Centuries" published in cooperation with 4 Universities in Serbia. He presented call for FIEP national delegates and FIEP members to send articles for next issues. On-line version and more info about journal can be found at: fiep-serbia.net/en/journal.html.

“History of Table Tennis in Europe” - book 2019
In 2019 FIEP Europe Section for History of PE and Sport in cooperation with Association of Pedagogues of Physical Education and Sport, Niš, Serbia and colleagues from Banja Luka, Republic of Srpska, Bosna and Herzegovina, published book “History of Table Tennis in Europe”.

Terminological dictionary “Physical Culture”
FIEP History of PE and Sport started preparation works on Terminological Dictionary with working name “Physical Culture”. It is planned to elaborate cca. 1500 terms (each term with name of author), in 6 languages (English, French, Spanish, Russian, Arabic and Chinese) from areas: Physical Education, Physical Activities, Sport, Physical Recreation, and Physical Rehabilitation.

• FIEP Europe Scientific Section

Planed activities of FIEP Europe Scientific Section were presented by Giyasettin Demirhan (Turkey), President of the section. He proposed creation of FIEP Scientific Committee:
• To promote high quality collaborative (multinational) research across members of FIEP by directly setting up and leading such research through a single member or a team of members of the Committee. • To promote research education for established researches by conducting educational events during FIEP Congress and another time. • To promote new leaders’ research skills. • A member of the Scientific Committee will be selected by the Board. • Membership is 3 years with 1 optional year of extension (maximum 4 years). • Selection of a member of Scientific Committee should reflect the member’s study interests and competencies. • Members should have time and capability to participate in the activities of the Scientific Committee. • To prepare researches with opportunity to published articles in indexed journals (WOS, SCOPUS) • More info will be send to delegates na later as end of 2019.

8. 15th FIEP European Congress, 32nd FIEP World Congress and 13th International Seminar for Physical Education Teachers in 2020 – Vierumaki, Finland

Airikki Pousi, FIEP Europe Vice-president had presentation about the next FIEP Congress. The 15th FIEP European Congress together with the 32nd FIEP World congress and 13th International Seminar for Physical Education Teachers will be held in Vierumaki, Finland from the 5th to 8th of August 2020. Topic of congress will be “Promoting Physical Activity Including Adapted Activity”.
13th International PE teachers seminar will be held from 2nd – 8th of August 2020.

9. 100 years of FIEP

In 2023 FIEP will celebrate 100 anniversary. FIEP World President Almir Gruhn (Brasil) presented basic information about planned activities and proposals of logos. Logo have to be prepared in different language versions. List of planed activities will be presented soon.

• FIEP has developed a cooperation with CONFEJES. The new FIEP African Francophone Section was established in Dakar, Senegal, in April 2017. The chair of the new FIEP African Francophone Section is Morocco and members of board are: for Central Africa – Cameroun, for West Africa – Senegal and Benin, for Maghreb – Tunisia and for Indian Ocean region - Madagascar. A signature of convention is a result of the cooperation between FIEP and CONFEJES that started in 2015 during the 1st FIEP Afro-European Conference on Physical Education and Sport organized by Institut Royal des Formation des Cadres in Rabat, Morocco.

• FIEP was invited for meetings of CCPFC of CONFEJES. The meetings were held in 2018 in Dakar, Senegal and Cotonou, Benin, in 2019 in Marrakesh, Morocco. Collaboration will be developed in different areas - research, publications, education of professionals, awarding of personalities and organizations of events. • FIEP prepares conventions of cooperation with different educational, PE and sport bodies (Universities, Faculties, Teacher organisations etc.) from around the world. Info about all signed conventions will be published in FIEP Bulletin.

16th FIEP European Congress will be held in Montenegro in 2021
