Report on the 12th FIEP European Congress and FIEP delegates meeting, Luxembourg, 13th – 16th of September 2017
The 12th FIEP European Congress was held from 13th – 16th September 2017 in Luxembourg.
Topic of the congress was “Changes in Childhood and Adolescence: Current Challenges for Physical Education”.
Congress was organized by the University of Luxembourg and its partners. Special thanks belong to the FIEP national delegate of Luxembourg and the chair of Organising Committee Claude Scheuer and to all others, who participated on a preparation of this important event. Participants from 48 countries were registered for the congress.
Eight invited symposia were presented by Conseil Européen des Recherches en Éducation Physique et Sportive (CEREPS):
Physical education and physical activity in active school communities;
European MOBAK-Network: Basic motor competencies;
European Physical Education Association (EUPEA European Physical Education Association): Monitoring physical education: Physical literacy and its school development conditions in Europe;
European Primary Physical Education Network (EPPEN): Emerging issues in primary physical education across Europe;
Fédération Internationale d’Éducation Physique (FIEP Europe): Physical education and new technologies;
International Council of Sport Science and Physical Education (ICSSPE/CIEPSS): ‘A rose by any other name would smell as sweet’ - Confusions, tensions and opportunities in the languages of sport science and physical education;
International Federation for Adapted Physical Activity (IFAPA) & International Association of Physical Education for Girls and Women (IAPESGW):
Inclusion and diversity – Challenges for physical education with respect to gender, culture and different abilities

Claude Scheuer (Luxembourg) was awarded by “Medal of Manuel Gomes Tubino”, Andrea Klein and Andreas Bund (Luxembourg) were awarded by “FIEP Commemorative Medal”
and Ljudmila Buraja (Russia), Hubert Eschette (Luxembourg), Aleksandar Ignjatovic (Serbia) and Peter Vlček (Czech Republic) were awarded by “FIEP Europe Thulin Award 2017”.
The 3rd launch of FIEP Future Leaders program for graduate or doctoral students or young teachers was a part of the congress.
FIEP Delegates Meeting

FIEP delegates’ meeting was held on 14th September 2017 at the University of Luxembourg. The 27th FIEP World congress was held in Foz de lguazu, Brazil from14th to l8th January 2017.
More than 2000 participants took part in practical and theoretical program.
During the congress, the FIEP General Assembly with elections for period 2017 - 2020 was held on a world and a regional level,
including Europe. Results of the elections on the world level were sending to the national delegates
in January 2018 and were published in FIEP Europe web site. A summary of the results of the elections

3.FIEP Europe Action Plan 2013 - 2016
The FIEP Europe General Secretary Dario Novak (Croatia) presented
a FIEP Europe Action Plan 2017 – 2020 prepared by Branislav Antala,
Ken Hardman and Dario Novak. A content of the plan was prepared in two parts
– Management and Activities. Its full version will be sent for comments to members
of the Executive Board during September 2017 and they will be published in the FIEP
Europe website.
4.Physical Education World-wide Survey
The FIEP Europe General Secretary Dario Novak (Croatia) presented first info about
4th Physical Education World-wide Survey that FIEP in cooperation with UNESCO will realize
during the next 4 years. He presented a confirmation letter from UNESCO, history of PE
world-wide surveys, planned steps for its realization. An invitation to be the advisor
of the project was accepted by the author of last three surveys, Ken Hardman (Great Britain).
FIEP plans to invite other international bodies for cooperation, e.g. EUPEA, CEREPS,
etc. Approximate time schedule:
2017 – 2018: Comprehensive literature reviews, Questionnaire translations
2019: Distribution of the questionnaire
2020 – 2021: Data analysis and final research report
5. FIEP International Sections

Activities of FIEP Europe Physical Education and Sport History Section were presented by Nenad Živanovič (Serbia), President of the section:
Journal “Physical Education and Sport through the Centuries"
Nenad Živanovic presented the last issue of the international journal “Physical Education and Sport through the Centuries" published in cooperation with University of Nis in Serbia. He presented call for FIEP national delegates and FIEP members to send articles for next issues. On-line version and more info about journal can be found at: http://fiep-serbia.net/en/journal.html.
“History of Volleyball in Europe” - 2018
In 2017 FIEP Europe Section for History of PE and Sport in cooperation with Faculty of Sports and Physical Education in Leposavič, University of Pristina, published book “Basketball in Europe”. Editors of the book were Branislav Antala, Petar D. Pavlovič, Nenad Živanovič and Kristina M. Pantelič Babič. In 2018 the section plans to publish a book “History of Volleyball in Europe”. Call for articles will be sent to the delegates during October 2017.
The 4th international Conference “Anthropological and Teo-anthropological Views on Physical Activity from Time of Constantine the Great to Modern Times”
will be held in Kopaonik, Serbia, 21th – 24th March 2018. E-mail contact: fsfv.congress@pr.ac.rs
The delegates discussed a proposal of José Rodriguez (Venezuela) to create a new FIEP
World Physical Education and Sport Management International Section. They positively evaluated
his proposal and recommended to the FIEP World Executive Board and the FIEP World President
to create it on the world level as soon as possible. The delegates proposed José Rodriguez (Venezuela)
to serve as a President of the section. They recommended to create this section also on a European level
and asked FIEP Europe President to prepare a proposal for the next FIEP European congress in Istanbul 2018.
6. FIEP New Leaders Project
Gabriela Luptáková, the President of the FIEP Europe New Leader international section presented FIEP project “FIEP New Leaders – FNL”. The 3rd launch of the FNL program for university students or young teachers was carried out during the congress with an intention to enable young people to interact with broader scientific community. 14 leaders from 10 European countries took part in the project, hosted for free (congress fee, accommodation and meals) by the Organizing Committee. They actively participated in the event with their poster presentations. In addition, a lecture on a topic “scientific writing” was delivered to them by Dr. Richard Bailey (ICSSPE). The winner of the poster session, Michal Vorlíček (Czech Republic) was selected by the committee that consisted of 3 members: Andreas Bund (Luxembourg), Dario Novak (Croatia) and Agusti Castillo Caniz (Spain – Catalonia) what secures him the invitation for the next FIEP European congress in 2018 as a FNL.

7. FIEP publication 2018 “Physical Education in Secondary School: Researches - Best Practices - Situation”
In 2017 FIEP Europe in cooperation with University of Foggia, Italy published a book
“Physical Education in Primary School: Researches – Best Practices – Situation”. Editors were
Dario Colella, Branislav Antala and Simona Epifani. The delegates would like to thank to the
editors for their excellent work that they did with a preparation of this book (502 pages, 36 articles,
102 authors from 27 countries).
In 2018 the FIEP is planning to publish a publication
„Physical Education in Secondary School: Researches - Best Practices - Situation”
with the following sub-topics:
• Study /Review on the effects (benefits) of physical education in secondary school (for motor learning, motor development; academic achievement; physical education and prevention of overweight and obesity; PE and play-sports; PE and Life skills, etc.).
• Presentation of the main projects and best practices
• Review: physical education in the secondary school curriculum in different countries (number of hours of PE at school, organizing the curriculum, etc.) and Teacher Education.
We are offering the opportunity to contribute a “chapter” article for the publication to the FIEP delegates and members.

8. 13th FIEP European Congress in 2018 – Istanbul, Turkey
Giyasettin Demirhan, dean of Faculty of Sport Science from Hacettepe University in Turkey had presentation about
the next FIEP European Congress. The 13th FIEP European Congress together with the 29th FIEP World congress will be held
in
Istanbul from the
26th to 29th September 2018. Topic will be “Innovative Physical Education”. Congress website will be open soon.
Next FIEP delegates meeting will be held in Istanbul during 13th FIEP European congress. We would like to invite all FIEP national delegates
to participate in the 13th FIEP European Congress in Istanbul and ask them to promote the congress in their countries.

FIEP was invited for meetings of CCPFC of CONFEJES. The meetings were held from
4th to 7th April 2017 in Dakar, Senegal. The chair of the new FIEP African Francophone Section
will be Morocco and members of board will be: for Central Africa – Cameroun, for West Africa
– Senegal and Benin, for Maghreb – Tunisia and for Indian Ocean region - Madagascar.
A signature of convention is a result of the cooperation between FIEP and CONFEJES that started
in 2015 during the 1st FIEP Afro-European Conference on Physical Education and Sport organized
by Institut Royal des Formation des Cadres in Rabat, Morocco. The collaboration will be developed
in different areas - research, publications, education of professionals, awarding of personalities
and organizations of events.

President of FIEP World and Europe International APA section
Stefania Cazzoli (Italy) represented FIEP on MINEPS VI. The Sixth International Conference
of Ministers and Senior Officials Responsible for Physical Education and Sport, MINEPS VI was held in Kazan,
Russian Federation, from 13th to 15th July 2017. MINEPS VI mission was to shift from declarations of policy
intent towards the measurable action. The conference planned the guidelines for Physical Education,
Physical Activity and Sport - decision making person and governance. MINEPS VI was structured in three main themes:
There were nearly 500 participants from more than 50 sport ministers and senior officials representing
115 UNESCO Member states. They adopted a comprehensive vision of “inclusive access to sport with a view
to promoting sport, physical conditioning and physical activity among women and men of all ages”
(Kazan Action Plan). The countries work in according with the 2030 Agenda for the Sustainable Development Goals.
The Kazan Action Plan reaffirms the need to align sport policy development with the framework of the SDGs.

The 15th International Scientific Conference and the 14th annual Congress of the Montenegrin Sports Academy will be
held in Budva, Montenegro, on 12th – 15th of April, 2018. It is planned to be organized in cooperation with the
Faculty for Sport and Physical Education, University of Montenegro, Montenegrin Olympic Committee and other international partner institutions.
